Admiralty have telegraphed as below to

Commander in Chief. Please act accordingly

and acknowledge receipt. Admiralty telegram

begins :- As it is impossible to judge the local situation from here, the Government authorise you to use the troops now arriving and on passage to the best advantage for the defence of British life at Shanghai. If, however, there is no immediate danger locally then it would be con- venient from the international point of view to disembark the leading brigade at Hong Kong. In no

case however must such considerations stand

against the safeguarding of British life for which you are responcible. ask, therefore, for

what you require for the above purpose.
